(4) E. G. U. REPORT (D.F. PRICE):
Age for seniors events to remain at 55
- Further measures are being taken to ensure budgets are not exceeded e.g. during running of championships (£35 k exceedance last year!)
- CDH is progressing well…situation in Lincolnshire at 15th April All clubs registered (except Tetney…non compliant software)…..45 clubs uploaded, Phone assistance is available from club services dept of the EGU 01526 354500 can all clubs try and progress this?
- John Price has been re-elected to the Property board
- Merger with EWGA………..this is progressing, various statements have been released and All clubs should be aware of this ….5 principles have been agreed to guide the process

- EGU LTD will be expanded to incorporate activities and assets of both companies with a new management structure and trading name, yet to be finalised.
- The board will review the accommodation needs of the new organisation and EWGA will remain at Birmingham until, at least, the first break clause in their lease in October 2012.
- The board of the new organisation will develop the strategy for the new body
- The EGU/EWGA steering group will appoint staff to deliver the strategy where possible from existing members of staff.
- New body will have one board with executive and non executive directors. The final composition and role of the new board will be decided by the group looking at the structure, governance and voting issues. It will however have initially a non executive gender balance of 6:4 men to women. Main committees will have at least 2 men and 2 women.
Time scales……prospectus to be produced this autumn and distributed to counties, vote to follow this at end of 2010, possible commencement in 2011.
I have no doubt that Harvey will keep you all informed as soon as we receive the prospectus and it is important that you feed back your views so that these can be reflected when the vote is taken at the EGU.
I would stress that NO decision will be taken without the approval of the counties via your voting representative.
There is no suggestion that counties are expected to merge with the ladies as well…. but this is obviously an option going forward.
Trevor Moody raised the issue of offering handicaps to nomadic golfers as an extra to the normal club membership and the problems this may cause for clubs in trying to attract new members to full membership. Hon Sec asked that our clubs respond to the EGU’s request for feedback in relation to this issue
(5) M. G. U. REPORT (H. HARRISON)
The MGU have asked if each County Executive would discuss the future of the Midlands Match against the South West Region, following some discussion it was agreed that the match should continue in its present format.
The issue of whether it would be better to pay our affiliation fees to the MGU on a per capita basis or, as at present, on a per club basis, was also discussed. Following some discussion it was agreed that we would prefer to continue in the present way but that if the other counties wanted to change we would not be totally opposed to that either.
(6) COUNTY CAPTAIN’S REPORT (P. MORRISON):
Winter Coaching – Two coaching days were scheduled for Jan/Feb. We turned up on the 31st of January to a frozen Practice area and decided to play 9 holes on each of the courses. This tested the ability of most of our players with the exception of Les Toyne who adapted readily to the conditions. On February 21st, I had the first of several messages at 06.30 telling me it was snowing heavily and within an hour all players were contacted and coaching cancelled!!
County Trials – We had 35 players take part of which, over 80% were under 20. Two players led the way on 35 points in the morning. In the afternoon, one of the notable rounds was 37 points by 14 year old Jordan Wrisdale, but this was overshadowed a little by the winner’s total of 43 points. Starting on the 10th tee, Adam Keogh played his first 9 in a steady 18 points but then scored 7 x 3pts and 2 x 2pts on the way home. Three players trailed our winner by 10 points.
Friendlies - Since the Trials we have embarked on 5 friendly matches in 22 days. The first of these against Yorkshire was played at Seacroft. Going into the match, I had high hopes of a positive outcome as we had our strongest team for some time. It is not often that we can boast 4 England players to Yorkshires 2. Unfortunately we were beaten 4.5 – 1.5 in the foursomes, leaving too much to do in the singles and we lost 11.5 – 6.5 overall. Again with a strong team, we played the PGA at Belton Park and having been a point behind at lunch we won the singles 5-3 to secure victory by a point. This was followed a week later by the match v Lincs Ladies at Welton Manor. As is the usual case, the Ladies were given some concessions and in the Foursomes this was a 2up start, despite the fact that the lead pair for them had a combined handicap of +5 against our +2! The highlight of the morning belonged to the pair of Kirsty Condon and Megan Illingworth. Standing 3 down with 5 to play, they made par 3 at the 14th followed by a chip in for 3 at the next and Megan holed her tee shot on the 16th, all square! The singles was a close run affair but thanks to an excellent fight back from Chris Pearson, the men won by a point. On to Spalding on Sunday the 18th for the annual match versus the RAFGA. Due to various commitments elsewhere, we fielded only one recognised first team player and dug deep into our junior pool once again; together with a last minute stand in from one of the Spalding members. Despite all of the team changes, we dropped half a point in foursomes and one and a half in the singles to run out comprehensive winners 13-2. Our closing friendly was against Notts last Sunday with the first team at Greetham Valley and the seconds at Radcliffe on Trent. As we needed 20 players for the teams, once again we had to dig deep, so deep that we recalled the immediate past captain as playing Captain to stand in for Richard who was stuck in the States. I also had 2 players abroad and late on Friday night had to call in Paul Holiday, a member at Greetham, who, somewhat ironically, was the only player to win a full point for the RAF in the previous weeks match! After an almost unprecedented 5-0 clean sweep in the morning, things did not get off to a great start and the match looked to be turning in Notts favour. However, a good rally late on saw us through 6-4 in the singles and 11-4 overall.
We have had the opportunity to use plenty of new faces in the friendly matches and I’m pleased to say that all have performed admirably when called on.
All of the above does bring in to question whether we need to have so many matches in close order as things are different now in terms of team selection where we have a pretty good idea who will figure during the season. Whilst we have no desire to lose any of the friendlies, we may have to look at spacing things out a bit better and there is so much on at this time of the year for the players to get involved in.
On an individual level, our England players have been involved in various things over the Winter/Spring. James Burnett went to South Africa with the U18’s, David Coupland attended the Elite squad training in Spain and Adam Keogh played in an EGU team in a Quadrangular tournament in Spain. Adam has also just returned from an unplanned extended stay in Peru where he was part of the 2 man England team sent to play in the Peruvian Amateur.
All in all then, a very good start to the new season. Our first league match comes up on the 9th of May against Cambridgeshire so let’s hope the good form continues.
(7) COMPETITION SECRETARY’S REPORT (C. LLOYD):
Entries for both the Elsham and Bramley trophies are slightly down on last year with 30 clubs taking part as opposed to 32 last year. The first round of the Elsham was played last Friday and the results are on the website together with the draw for the second round. The first round of the Bramley is next Tuesday.
The Mid Amateur Championship takes place at Stoke Rochford GC on Sunday and I am pleased to report a significant increase in entrants with 39 taking part as opposed to 23 last year. Entries for the other competitions are coming in slowly with numbers for each approximately the same as at this time last year.
Entry forms for all competitions can be downloaded from the website and it would be helpful if all entrants could quote their lifetime i/d’s on the entry form. The forms will be amended to incorporate this next year.
(8) JUNIOR ORGANISER’S REPORT (J. HODGE):
Coaching of the newly formed A, B and C Squads have taken place this spring, although we have had one or two minor problems I am sure these will be resolved next winter.
The Boys V girls match took place at Normanby Hall with the girls winning 3-2 in a very close match.
The smallest field for a number of years contested the Jennings/Peggotty Cups at Lincoln GC with the field now being limited to under 18s. Kirsty Condon from Blankney GC won the Peggotty Cup with a gross 74 whilst Billie Jo Smith (Millfield GC) won the Roger Jennings with 89-69; this included a hole in one at the 12th
The boys best nett and gross was won by the same player, Connor Marsland, from the home club, with a gross 69, nett 64
In March, Junior Organisers forums were held at Welton Manor GC and Sleaford GC
Representatives from all the bodies involved in junior golf in the County attended both venues, however only 20 clubs were present at the two events which was very disappointing.
(9) GOLF DEVELOPMENT OFFICER’S REPORT (J.T.R. PRICE):

(10) LEAGUE CHAIRMAN’S REPORT (J. LAMMIN)
No new clubs have applied to join either league for the 2010 season.
Tydd St.Giles has withdrawn its 2nd team from the South League for the coming season.
A rota for the finals has been agreed up to 2018 and at the moment confirmation is being sought from the clubs involved.
The 2010 finals will be played at Belton Park on Sunday 3rd October for the Scratch and Handicap and Thorney Lakes on Sunday 26th September for the Junior League.
(11) TREASURER’S REPORT (A. HURST)
Initial indications are that we are down on last years numbers by approximately 800.
We have sold to date 625 County Cards bringing in an income of £15,625.
(12) GOLF PARTNERSHIP UPDATE (P.ROGERS)
Peter gave an update regarding the partnership; the AGM had taken place and Keith Farrow had taken over from Peter as Chairman.
The next three year programme was being developed with Club Mark being one of the main goals we are looking for our clubs to achieve, although Shona Dickson will be leading on this we should help our clubs in any way we can to achieve the award.
(13) COURSE RATING UPDATE (H. HARRISON)
Hon Sec reported that 34 clubs have now been re-rated with 8 more due to be completed in May.

(3) Matters Arising
The President informed the meeting that he and the Hon. Sec. had held talks with Alan Darby from the Lincolnshire Tourism Board.
(4) E.G.U. Report
Written report by D. F. Price given by Hon. Sec.
- Finance……. Woodhall Spa Golf Management 2005 Ltd is on course for £60k surplus, due largely to cost savings……………English Golf Union Ltd is suffering from reduced affiliation income and sponsorship, which are down by £80k and £70k respectively and which together with reduced interest has left a gap of nearly £200k, however, savings have been made and a deficit of about £50k is anticipated. A further reduction in income for 2010/11 has been budgeted for.
- Club liaison meetings…..target for 50% of clubs to be communicated with in each county is being met in most cases …..this format is likely to be repeated in future years.
- Company articles …., a special resolution to satisfy requirements of the Companies Act 2006 relating to the declaration and management of Directors conflicts of interests was agreed at a recent meeting of voting members, any possible future merger with EWGA will require company articles to be revisited.
- Merger with EWGA……talks are progressing, and more are scheduled for December and January. Some progress has been made….. but I must stress that all county unions will be consulted on regarding any future prospectus, in which greater details might be given. Any decisions regarding merger will require approval at an EGU general meeting of voting members.
- Centralised Database for Handicaps ( CDH) …target is for all clubs to be registered and uploaded by January 2010… over 1100clubs have done so, and 7 counties have 100% registered! … If you have not done so please contact the EGU to progress this!!
- Future funding….On line tee booking……”one golf network” …..This is linked to golf central and presentations have been given on this at the club liaison meetings…this system will be launched in Spring 2010 and provide clubs with the opportunity to down load an online system free of charge with the only cost to them being when a tee time is sold. Contact the EGU for details but all clubs should have received details, together with details of the “golf advantage card”.
- The Equalities Bill has been previously reported on and I would also draw clubs attention to the Independent Safeguarding Authority legislation currently passing through Parliament ….further advice will be available for the EGU once the legislation reaches an appropriate stage.
- County cards …a possible all England card is being considered with probable links with other national schemes (this may include ladies? I was not clear on this point!)…….Harvey will receive an e mail regarding this shortly asking for the LUGC position and views.
- Nomadic golfers who are not club members receiving handicaps……The EGU have declined a commercial offer which could have generated in excess of £100k per annum from a company wanting to manage the “nomadic handicaps”, as the previous view of counties was that this sort of scheme could damage membership of clubs and act as a disincentive to joining a club. A similar scheme ( the EGU associate membership scheme ) was previously wound down for this reason…..the C.E stated that research following the wind up the previous EGU scheme indicated that very few of these nomads had actually joined clubs…..any views please?
- The EGA are looking to have a unified age of 50 for seniors across Europe and this would mean EGU events changing from 55 to 50…any views as this would almost certainly flow through to county and other events?
- Discussions are ongoing with Premier Inns regarding sponsorship/discounts and it may be possible to gain any negotiated discount retrospectively, if bookings are already being made for county matches.
- A new guide to CONGU handicap decisions has been compiled on the EGU web site by James Crampton …clubs may wish to down load.
- Peter Mattsson confirmed that a further 200 places (£400k) have been allocated under the National AASE programme. This will enable further regional coaching squads to be formed from golfers ( boys and girls , 150/50) aged 16-19 in education doing a levels or a sports related qualification…a detailed programme is being worked up……Harvey will receive a letter in the next month
- Some vacancies on the 2 boards and marketing and club services subcommittees will be notified to Harvey shortly.
(5) M.G.U. Report – Given by County Captain Les Toyne
a) M.G.U. is currently looking at a deficit of approx. £3,000 per annum.
The ten events held last year lost £2,500.
The Officials have been asked to look at cutting expenses wherever possible.
Most of the events have had their entry fees raised.
b) Finance Committee are looking at whether or not to collect their affiliation fee on a “per capita” basis.
c) County Golf –
L. T. gave an overview of a paper prepared by Dr Phil Thomason, Captain of Leicestershire & Rutland. Many of his concerns have been expressed previously but remain pertinent.
(6) County Captains Report (Les Toyne)
o Having brought you up to date at the last Exec, in terms of the progress of the 1st/2nd teams and the achievements of our leading individuals over the summer, there was really only the one matter outstanding…..could both the 1st/2nd teams defeat Cambs. in the final league match the following w/e, to hurdle them and win their respective leagues. Well, as you all probably know, the answer was YES. The 1sts playing at Elsham eventually ran out 8.5-3.5 victors although even deep into the afternoon singles, things had been much tighter than the eventual score line suggests. The 2nds, playing at Brampton Park stormed to a 3.5-0.5 lead after the foursomes, which turned into a solid 8-4 overall victory. A truly fantastic performance by an excellent squad.
o Individually, James Burnett (Sleaford) shared the inaugural EGU Junior Champion of Champions event played here at W/Spa on the same w/e as the ‘seniors’ version…Liam Bell, our champion, finished a very creditable 11th.
o So another year ends…I would like to thank President Peter, Secretary Harvey and particularly Match Secretary Dave Brotherton and Vice Captain Paul for their assistance, and guidance throughout the season. Also to our ‘senior’ professionals Steve Bennett and Steve Cooper and those who coach our players on an individual basis…thank you.
o The County is in good shape both administratively and on the playing side and I sincerely wish Paul continued success with the squad.
o Gentlemen, this is the last occasion on which I will address you, as County Captain, and whilst it hasn’t always been plain sailing, I can honestly say that not only has it been a privilege, it has been an absolute honour to serve as Captain for not only the last 4 years but also the 2 in the mid-nineties (I know… I don’t look old enough!!). All in all, having debuted in 1980, I have been extremely fortunate to be involved in Lincs. County golf for over 30 years… when you add in a couple of additional ‘junior’ years at the front end… that’s currently more than 2/3 of my life!! It’s in my blood and I have already mentioned to Secretary Harvey that if I can do anything to assist the Union in the future, I am not intent on disappearing into oblivion, just yet!!
(7) Hon. Competitions Secretary Report (C. Lloyd)
At the last meeting Chris had said that we had had decent weather for our competitions so far. The following day the Open Championship was played at Belton Park in atrocious conditions but thanks to the efforts of the green keeping staff we managed to complete the tournament. It was won by Neil Evans of Greetham Valley with rounds of 72 & 69, four shots clear of the leading amateur, Levi Desmond of Belton Woods.
The Rita Hurst Salver, the competition solely for 9 hole clubs, was won by the host club Sutton Bridge and the final competition of the year, the Jubilee Challenge, was won by those excellent supporters of the event, Pete Martin and Judith Hutton of Sudbrook Moor.
Chris said he had enjoyed his first season organising and running the county competitions and wished to thank all clubs who have hosted our events this year. Wherever we have been we have been made most welcome. Last, but by no means least, Chris wanted to thank to all his fellow officials for their assistance and advice throughout the year and particularly on competition days enabling all the events to run smoothly.
(8) Junior Organiser’s Report (J. Hodge)
Since John’s last report the Midland and English Junior Champion of Champions have been held. The Midlands was held at Cotgrave Place G. C. our U-18 Champion, James Burnett, was unable to attend. Robert Mackay from Laceby Manor was our U-16 representative. In the morning round Robert set a new course record, but could not maintain his form in the p.m. round but still went on to win his age group.
The following weekend, here at Woodhall in the English finals, James Burnett scored a sub-par round of golf on the Saturday, but in the Sunday round his form was not quite so good, but he still finished in a tie for first place.
Midland League Final was held at Gog Magog G.C. the U-18 team won against Derbyshire. In a very tense finish, Robert Mackay clinched the match for us, having being down with two to play, he won the last two holes to seal the result. Geoff Smith did get a little excited.
The winner of the Matchplay Finals held at Canwick Park G. C. was Patrick Kelly from Woodhall Spa G.C., who beat Nick Watson from Stoke Rochford G. C. In a very high quality game which was a credit to junior golf, it needed another birdie on the last for Patrick to win.
The following day the Patrons Cups were as normal played at Blankney G. C. This is a nett competition, the winner was Lewis Campbell from Louth G. C. with an excellent 70 nett 67.
James Burnett was third with nett 69 gross 66, which now makes him a plus 4 handicap.
Patrick Kelly at the age of fifteen scored a gross 71, and has since taken his handicap to plus 2, and Ashton Turner from Kenwick Park G. C., only thirteen years old, scored level par.

(10) Hon. Treasurer’s Report (A. Hurst)
A. Hurst gave an overview of his budget. Predicted deficit for next year of £7,000.
It has been proposed by the PAC that County Cards should be raised from £20.00 to £25.00 to offset some of the deficit.

(11) League Chairman’s Report (J. Lammin)
League Finals
The Scratch and Handicap Finals this year were played at Holme Hall G. C. on Sunday 4th October.
The Handicap Final played between Stoke Rochford and Laceby Manor produced an exciting finish when Laceby Manor won the 5th game 1up, and a half in the last game going down the 18hole, would see Stoke Rochford win on a count back but Laceby Manor’s pair had other ideas and won their game 2up. So Laceby Manor Golf Club became this year’s winners by 3½ to 2½ against a strong Stoke Rochford second team whose highest handicap was six.
The Scratch Final played between Lincoln G. C. and Stoke Rochford G. C. ended in a drawn match, three games each, with only one of the games going down the last hole, all other matches ended in big wins, a 4 & 3, 4 & 2 and 5 & 4 win to Stoke Rochford gave them the match on a count back by 3 holes.
So the Lincolnshire Scratch League Champions for 2009 were Stoke Rochford Golf Club and congratulations go to them on their achievement.
Junior Final
The Junior Finals were contested between Boston and Waltham Windmill Golf Clubs at Grimsby Golf Club on Sunday 27th September. In the first game out Waltham Windmill’s pair triumphed on the final green but unfortunately to no avail because both the second and third games went Boston’s way both by 5 & 4.
So the Les Pepper Lincolnshire League Junior Trophy went to Boston Golf Club by 2 games to 1.
League Update
At the League Management Meeting on 23rd November 2009 it was agreed to have no increase in the subscriptions for 2010. Scratch and Handicap teams will be £45 each and the Junior team shall be £20. The league shall also continue to pay for the players meals on the respective finals day.
The 2010 Scratch and Handicap Final will take place at Belton Park on Sunday 3rd October with the Junior Finals day at Thorney Lakes on Sunday 26th September.
A discussion then took place around the question as to whether or not players with inactive handicaps could take part in the Scratch Leagues, the league management committee at their meeting had voted to allow this but they needed clarification from the Executive. There were numerous views expressed but the outcome was that the Hon Sec would seek the opinion of the EGU.
(12) Golf Partnership Update
President gave an update regarding the Partnership.
a) Club / Coach has not been functioning particularly well but changes are envisaged in the near future.
b) Shona Dickson (Partnership Development Officer) is to increase her hour’s form 7 per week to 21 in the New Year.
She is already working with several clubs taking them towards Golf Mark.
(13) Course Rating Update
Hon. Sec. reported that 30 clubs have now been re-rated and he wished to thank everyone on the Course Rating Team.
(14) Annual Dinner
Hon. Sec. gave a review of the dinner and possible charges for next year.
Andrew Drennan raised the question of the high number of guests and could this be reduced. H. H. felt that this would be difficult as we invite officials from the Counties we play against during the course of the season.
(15) PAC Recommendations
a) That PAC recommendation 12a) dated 5.12.2007 (£100.00 expenses /National Competitions) be amended to include the following: “To be eligible for payment players must have represented the LUGC at Junior Level on a minimum of two occasions during the current year.”
b) To change the age in which Boys and Girls can register with the Junior Organiser from under 21 years of age to under 18 years of age.
This would mean that the maximum age that juniors could play in all LUGC Junior Competitions would be “Under 18 years of age on the 1st January of the year of the competition.
c) That the new coaching structure outlined by John Hodge at the Meeting be approved.
d) That Joan Would (Little Imps Organiser) be put forward for the England Golf Partnership “Volunteer of the Year Awards 2010.”
e) That the County Cards be increased from £20.00 to £25.00 each, to offset some of the predicted deficit next year

Terry Haggerty has written requesting a donation of £1,000 on behalf of the Schools Association.
Terry outlined for the meeting how this money would be used.
Lincolnshire Seniors have requested £1,500 towards their activities for next year.
Proposed by Peter Rogers and Seconded by Alistair Hurst that both these requests be granted.
